Development plan is a new challenge for Timor-Leste

Prime Minister Xanana Gusmao said that the National Development Strategic Plan (PEDN) is a new challenge for the country, but the Government's effort to implement all national plans are written in the PEDN until 2030. Gusmao said that if the Government implements the plans to rehabilitate roads, infrastructure, airport and port with quality it means that Timor-Leste has a great challenge during 20 years in the world.  "I am calling on all development partners to accompany the development in Timor-Leste based on the PEDN that is written in the plan," Gusmao said.

Minister of Finance Emilia Pires has called on all donors to support Timor-Leste based on the National Strategic Development Plan (PEDN).  Pires said that the donors support should be based on the PEDN, therefore the Government can be frugal with the money and energy.  Pires added that during her Government, the development plan was lacking focus on development therefore the development was less than satisfactory.  President Jose Ramos Horta has called on people and political parties to support the PEDN because the PEDN is very important for the development in the country.  "I am calling on all people and the political parties to support the development plan therefore the government will implement the country's development," Horta said.

Timor-Leste held a meeting with development partners to discuss the National Development in Health, Agriculture, Tourism, Economy, good Governance and gas and petroleum. President for Asian Development Bank, Haruhiko Karido talked about Asian vision to invest in the next 20 years. Director of World Bank, Veric Belhard talked about Timor-Leste which is still fragile and its implications on people lives, and the director of Columbia University also talked about Timor-Leste's development. During the meeting they talked about national development and also reviewed support that has been given by the development partners for future development. The meeting was held in the Dili Convention Center on (12/7) and was participated by partner countries, civil society, the private sector and there was a presentation of the National Development Strategic Plan (PEDN) by Prime Minister Xanana Gusmao.

The President of the Republic, Jose Ramos Horta asked development partners to invest in rural areas in agriculture, education, health and infrastructure. "To better develop the country the development partners should be investing in agriculture, education, health, and infrastructure in the districts and villages to gain quality and productivity for people's well being," said Horta.  Horta also said that the Government needs to better develop the country and should pay attention to the general budget allocation for necessary things.  "The Government should execute well the general budget with integrity. Sometimes complaints are made by international people and organizations and even local organizations regarding budget allocation throughout the territory that should be in a proper way," said Horta. Horta said to the development partners that their support should be based on the real Timor-Leste situation.

*PNTL officers attend management training.

Commanders of the Timor-Leste National Police (PNTL) from 13 districts attend management training which was lead by the National Direction from the Ministry of Finance.  The training was aimed at professionalizing the commanders from the 13 districts to do their job properly in order to have good management in the institution.  National Director of the Ministry of Finance, Francisco Borlaco, said the training was to prepare the participants in order to manage funds, and how to allocate them to control state property.  "We capacitate the commanders from 13 districts to better manage the funds within the PNTL institution to be effective,"  Borlaco said.  Superintendent chief, Julio Da Costa Hornay, as a participant, said the training could improve their skills in order to better develop and improve the management system within PNTL institution.  "When we look at the reality within the PNTL institution in relation to budget allocation, which sometimes is not effective, through the training this will help us to better allocate money based on the rules to gain confidence from the Government," said Hornay.

*PNTL to secure the country's security: Haq

Special representative of the secretary general of the United Nations Amerah Haq, congratulated the Timorese National Police (PNTL) for securing the country after the hand over from the UN Police.  Haq affirmed that when the mandate was handed over by the UN police to the PNTL from the districts to the capital of Dili the country's security sectors have significantly moved forward.  Haq said that even though the UNpol have handed over the mandate, UNpol will always accompany PNTL until the UN mandate ends in the country.  "Our evaluation shows that PNTL is successful in maintaining the country's security and the PNTL has a responsibility to hold the country's security," Haq said.  Haq added that in the future, UNpol will continue to help support the PNTL and accompany them before the UN mission ends in the country.  "We still accompany them to support the techniques of PNTL to face the next general elections and the party campaigns in 2012," Haq said.

Country director of the World Bank in Timor-Leste, Beljhaj, said that the success of the National Strategic Development Plan (PEDN) of Timor-Leste will depend on the Government's capacity to implement the PEDN. The Prime Minister Launched the plan at a meeting between the Government and donors yesterday at the Dili Convention Center after the National parliament approved it on Monday.  Members of Parliament from Fretilin and National Unity Party (PUN) parties refused to approve the plan on Monday because they said there had been inadequate time to discuss it properly.  Beljhaj said that there has been significant progress in Timor-Leste's health, public finance and micro economic sectors.  Beljhaj added that, the country still faced problems including unemployment, malnutrition, and a lack of human resources, especially in rural areas.

*Fretilin vows to dump Government strategy

Chief of Fretilin party Aniceto Guteres said they have pledged to stop the National Development Strategic Plan (PEDN) that was written by the Government of Xanana Gusmao if it wins the 2012 election because the plan does not represent all Timorese people in the country.  Guteres said that Fretilin party MPs walked out of the discussion of the plan in Parliament on Monday because inadequate time had been allowed for debate and not all political parties and civil society institutions had had an opportunity to provide input before the plan was discussed in the parliament for approval. Guteres said that his party also disagreed with the declaration from the Parliamentary majority Alliance (AMP) that the plan belonged to the alliance Government that is lead by Prime Minister Xanana Gusmao.

*Money saved in US should be withdrawn

Director from Columbia University's Earth Institute that is famous in the world, Jeffrey Sachs, said the money that is saved in the United State of America should be withdrawn to support development in the country.  "I think you should not invest your money in America, if you want to forward with the development in the country you should withdraw the money that is saved in the American bank," Sachs said.  Sachs said that society development needs economic progress therefore the Government should develop the social, culture, justice, and the quality of the Government among the people because those can help the people in the country.  "When we put the basic social, economic and environment issues first, those are important to move forward the people in the country as is written in the National Development Strategic Plan.  He added that Timor-Leste's economy is increasing, therefore it is very urgent for the Government to pay attention to the basic necessities that are written in the PEDN.

*ADB and World Bank ready to help support Timor-Leste

The President of the Asian Development Bank Haruhiko Kuroda said that ADB and World Bank have a commitment to help support the  country's development.  "Timor-Leste will move forward with development from the Petroleum fund, and big investments in infrastructure and human capital," said Kuroda.  Kuroda affirmed, he is optimistic that ADB will help and cooperate with the country to support Timor-Leste to give benefits to the country's economy.  "The Petroleum funds have helped you to develop the country, and reform of the economy in the country therefore will be successful in the next 50 years," Kuroda said.

*UNMIT happy with the process of Maubisse

Represent of the Secretary General in Timor-Leste, Ameerah Haq said that they are happy with the process of Maubisse because through the process all leaders can together move forward with the development in the country.  "We are happy with the Maubisse process because through this the leader can together develop the country and the people of the country will have confidence in the leaders of the country," Haq said.  Haq said that on behalf of the United Nations, we thank all leaders that organize together to discuss the development in the country because Timor-Leste now is out of the postconflict era to create peace in the country and the people's economic activity has increased and they live in peace and unity in the country.  Haq added that the UNMIT transition in the country has been a long time in the country and UNpol has handed over the mandate to the Timorese National Police, therefore UNMIT's task is how to train the PNTL to be professional to secure the country and also support the general election in 2012.

*PEDN is not a Quran and Bible

Prime Minister Kairala Xanana Gusmao said that the National Strategic Development Plan (PEDN) is not a Quran and Bible, therefore the substance is not reform, and the president also called on him to discuss more in parliament with the opposition party.  "If we live in the consensus we should not have the election. The laws that are created in the country are in opposition and contradiction, and the PEDN is a way to reform the people's life in the country," Gusmao said.  PEDN is not a dogma or bible in the country therefore no one can reform its substance.

*Timor-Leste needs the donors support

President of the Republic Jose Ramos Horta said that as a new nation, the country needs the donors support to run the development in the country.  "We believe that we will make efforts from the challenge and we are not alone to develop the country but we always need the donors support to help the country. Timor-Leste is a small country but needs to develop the country and change people's life in the country," Horta said.  He added that Timor-Leste has the resources to develop the country's economy in the country.  "We have resources to develop our people, and first we should reform the conditions of the schools and create quality education and these programs are written in the PEDN," Horta said.
